Labour exchanges and features of employment in the USSR in the 1920s 

После отмены трудовой повинности биржи труда стали главным проводником новой политики в области труда, основанного на добровольном найме. Принципы работы бирж в рассматриваемое десятилетие неоднократно менялись и зависели от характера социально-экономических перемен в стране. Подробно освещается деятельность бирж вначале 1920-х гг., когда действовал принцип обязательной регистрации на бирже труда, и только через биржу можно было получить желаемую работу. Раскрывается своеобразие работы бирж в середине 1920-х гг., связанное с отменой обязательного обращения на биржу. Анализируются причины, побудившие правительство вернуть правило обязательного трудоустройства через биржу в конце 1920-х гг. Работа бирж труда осуществлялась в условиях изменения социально-профессиональной структуры населения вследствие ломки прежнего дореволюционного уклада и формирования нового советского общества.

After the abolition of the labor duty, labor exchange became the main tool of the new policy in respect of employment. The principles of labor exchanges in the decade under review changed many times and depended on the nature of socio-economic changes in the country. The activity of exchanges in the early 1920s, when the principle of mandatory registration on the labor exchange was in force, and job seekers could only get the desired job through the exchange, is covered in detail. The article reveals the peculiarity of exchanges in the mid-1920s, associated with the abolition of compulsory circulation on the exchange. The reasons that prompted the government to return the rule of compulsory employment through the exchange in the late 1920s are analyzed. The work of the labor exchanges was carried out in the context of changing socio-professional structure of the population due to the break-up of the former prerevolutionary structure and the formation of the new Soviet society.
