05.10.2018  Lawyers and researches discussed humanization of criminal policy and legislation

On October 4, a two-day All-Russian Scientific-Practical Conference “Humanization: Criminal Policy, Legislation, Law Enforcement” began its work at the NovSU School of Humanities in Antonovo. Its organizers are the Novgorod Regional Court and the Law Department of NovSU.

The conference is attended by judges of the federal courts of the North-Western and Central Federal Districts, representatives of the Chamber of Advocates and the Prosecutor’s Office of the Novgorod Region, the Investigation Department of the Investigative Committee of the Russian Federation, the Office of the Russian Ministry of the Interior, the Office of the Federal Penitentiary Service, the leading specialists from Moscow, Kazan, Yekaterinburg and Tver.

The conference was opened by the governor of the Novgorod region Andrei Nikitin. He said that the humanization of criminal law is a complex and multifaceted process, which should be continued. He also highlighted the idea that discussion and dialogue are the crucial points in this process. He expressed confidence that it is possible to work out new laws here, in Veliky Novgorod.

Andrei Nikitin also noted that in recent years concrete steps have been made in Russia to humanize criminal law. Thus, the grounds for exemption from criminal liability were expanded, alternative punishments were introduced, in particular, forced labor. Such questions are currently under discussion in the Novgorod region as well.

Then the 1st Vice Rector of NovSU Almaz Sulaymanov addressed the participants of the conference and stated that the issue of humanization of punishment in criminal practice was now very timely. He highlighted the importance of humanistic concept of human rights and emphasized that these days at the conference would bring a lot of serious work, interesting reports and communication.

The conference was continued by the plenary session, which included such reports as “Humanization of Legislation”, “On Some Issues of Mercy for Convicts in the Russian Federation”, “Paradoxes of Humanization of Criminal Proceedings”, “Criminal Liability for Crimes Committed Using the Internet” and etc.

After the plenary session, the conference will continue its work in three concurrent sessions, which will be held at the Novgorod Regional Court, at the Law Department of Novgorod State University and at the Chamber of Advocates of Novgorod Region.
